DISCUSSION:
The purpose of this memorandum is to introduce a change to the Date of Discovery field on the Action Authorization (FM3H) screen. Effective April 9, 2007, the Date of Discovery field is blank and requires an entry when expedited benefits are authorized on a date other than the date of application.
The date of discovery is the date the application is determined to be eligible for expedited service. It is extremely important that staff review and enter the correct date and complete the authorization rather than allowing the system to authorize the action. If the “APEX” action is processed by FAMIS, the Date of Discovery defaults to the application date. This may cause a timeliness error if the date of discovery should have been changed at authorization.
FAMIS displays the message “Invalid Discovery Date” on the Action Authorization (FM3H) screen when no entry is made in the Date of Discovery field, the authorization date is other than the date of application, and the eligibility specialist tries to authorize. Enter the correct date of discovery and authorize the action.
The Food Stamp Manual is being updated with this change and staff will be notified when available.
