IM-030 – SUBMITTING GOOD CAUSE DOCUMENTATION TO CHILD SUPPORT

DISCUSSION:

The purpose of this memorandum is to clarify where to submit Child Support Good Cause documentation.

When Family Support Division receives documentation and determines that an individual should be given good cause for not completing the Referral/Information for Child Support Services (CS-201) form, a Communication Transmittal (IM-16) must be completed and submitted to Child Support.  Section 1805.040.10.15.05 (2) (e) of the Family Healthcare Manual – MAGI has been revised with email, fax, and mailing information.

  • Begin using these submittal methods immediately.

IM-029 – MANAGED CARE AND MEDICARE

DISCUSSION:

The purpose of this memorandum is to clarify eligibility for individuals enrolled in Medicare. Individuals enrolled in Medicare cannot also receive Managed Care.  If someone receiving Medicare requests coverage under a Family MO HealthNet program, they will not be allowed to enroll in managed care. The individual will be automatically opted out and placed under fee-for-service.

This issue should be discussed with the individual requesting the coverage.  Some medical professionals will not accept fee-for-service patients.  If individuals need assistance finding fee-for-service providers, refer them to the MO HealthNet Fee-For-Service Provider Search engine.

IM-028 – MAGI MANUAL UPDATES TO MO HEALTHNET FOR PREGNANT WOMEN (MPW) PRIOR QUARTER

DISCUSSION:

MAGI manual section 1850.030.00 Prior Quarter (PQ) has been revised to add clarification regarding prior quarter coverage for MO HealthNet for Pregnant Women (MPW) participants.  The updates include information on the following:

  • When an applicant requests coverage for all three months and is found ineligible for some months; or
  • When an applicant does not request coverage for all three PQ months

NOTE:  Although staff may see different ME codes from one PQ month to another, the MPW coverage is still the same.

Policy has not changed regarding prior quarter eligibility.  A participant who requests and is eligible for MPW in the prior quarter may receive specific months of coverage based on eligibility and the months requested.

IM-027 – TITLE V INCOME FOR MO HEALTHNET FOR THE AGED, BLIND, AND DISABLED (MHABD)

SUBJECT:  TITLE V INCOME FOR MO HEALTHNET FOR THE AGED, BLIND, AND DISABLED (MHABD)         

 

DISCUSSION:

Title V income was incorrectly excluded from income for MHABD determinations made in FAMIS.  This has been corrected.  Effective January 27, 2019, FAMIS will begin counting earned income coded as Title V Green Thumb (GT) for all MHABD determinations.

Manual section 0805.015.10 INCOME EXCLUSIONS is correct and does not list Title V as an excluded income source.

The FAMIS INCOME CODE CHART is incorrect and lists Title V as excluded for MHABD.  This will be corrected with a future update.

DISCUSSION:

The purpose of this memorandum is to announce a Transitional MO HealthNet (TMH) clarification.  The clarification aligns the time limits allowed when Family Support Division does not enter income changes timely and the household should have previously been moved to TMH.  The participant should be sent any quarterly reports they would have received by the date the error was discovered and allowed 20 days to return the completed document(s).

The purpose of this memorandum is to announce that information regarding eligibility and benefits for the Show-Me Healthy Babies program has been added on the on-line https://mydss.mo.gov/ site. In the choices of services on the Health Care page is the option of Pregnant Women, Unborn Children, and Newborns. After you select this option it will take you to a page that addresses MO HealthNet for Pregnant Women (MPW), Show-Me Healthy Babies (SMHB), and Newborns (under MPW and SMHB).

IM-024 – AWAY FROM HOME FOR MAGI CASES

DISCUSSION:

This memorandum introduces two new policy sections to the MAGI MO HealthNet Policy manual: 1802.020.45.15 Absence from the Home at Application, and 1885.035.00 Away from Home.  These sections explain how to treat an application and interim change when a household member is away from the home temporarily.

At application and during an interim change, temporary absences do not negatively affect eligibility as long as the individual intends to return to the home within 90 days.  Some examples of being absent or away from the home are:

  • Hospitalization
  • School attendance
  • Stays at regional diagnostic centers
  • Visits out of state

The parent/caretaker relative or the child may be temporarily absent from the home for 90 days or less and eligibility will not be impacted.

DISCUSSION:

When sending the Disability Applicant Cover Letter to applicants for MO HealthNet for Aged, Blind or Disabled individuals who are under 65 years old and not receiving Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI) as mentioned in the Income Maintenance Memorandum IM-44 Required Documentation and Procedures for the Medical Review Team-Processing Center dated September 04, 2014.

Updates reflect the following changes:

  • Governor and Department Director names
  • Removal of references to the Medical Review Team Specialist.

Use this updated version as of 5 pm, September 1, 2018. Do not use the previous versions after that time.

NECESSARY ACTION:

Review this memorandum with staff that would be sending out Medical Review Team packets or answering questions regarding the packet or assisting participants in completing the packet.

  • Begin using the updated Disability Applicant Cover Letter with the revision date of September 2018.
