1880.020.00 Reconsideration Period

Effective April 1, 2023 through May 31, 2024, follow the guidance in IM-28 Reconsideration Period During the Transition Period for all MO HealthNet (MHN) Programs.

Per 42 CFR 435.916(C)(ii), allow submission of the annual renewal form up to 90 days after termination of eligibility. This 90 days is known as the reconsideration period.

For households that closed for failure to return the annual renewal form, the reconsideration period allows FSD to make a new eligibility determination without requiring a new application, if the participant returns the signed annual renewal form within 90 days.

Allow the reconsideration period if the participant fails to return the annual renewal form but provides all information required to complete the annual renewal by phone, online, in-person, or through the mail within the 90-day reconsideration period. 

Note:  The annual renewal form must be signed if the participant returns it.

When the annual renewal is received 30 days or less after the case closed:

  • Reopen the case.
  • Process the annual renewal.
  • Follow normal procedures to request clarification or verification.
  • If eligible, extend the certification period for 12 months.
  • If ineligible, authorize to close the case.

When the annual renewal is received 31 to 90 days after the case closed:

  • Use the annual renewal as a new application. Do not require the household to complete an application form.
  • The date the annual renewal is received is the application date.
    • Explore prior quarter coverage for all annual renewals received during the reconsideration period. Approve prior quarter for programs that provide prior quarter.
  • Complete the application following normal application processes.

Note: If additional information is required, only request information needed to renew eligibility. Review and use current information in the case record and electronic data sources before requiring the participant to provide information for the annual renewal.
