1105.015.10 Ineligible Members Included in the Household

Listed below are reasons an individual residing in a household will be included in the SNAP benefit determination but not eligible for benefits:

When a household member is not eligible for benefits due to the reasons listed above, they are still included in the household’s benefit determination; their income and resources are considered as available to the household although no benefits will be issued for them. These ineligible members cannot participate in the program as a separate household and can only be excluded from the application if they do not purchase and prepare food with the rest of the SNAP household and are not otherwise mandatory.

The ineligible member’s income, expenses, and resources are all entered into the eligibility system like all other household members. The eligibility system makes the determination of whether to exclude, pro-rate, or include the member’s income, resources, and expenses according to the policy of the specific reason of their ineligibility.
