Listed below are reasons an individual residing in a household will be included in the SNAP benefit determination but not eligible for benefits:
- ineligible immigrant (see 1105.015.10.05 Ineligible Immigrants)
- failed to or chose not to provide an SSN (see 1105.015.10.10 Disqualified for Failure to Provide/Decline to Declare SSN)
- disqualified for intentional program violations (see 1105.015.10.15 Disqualified for Intentional Program Violations)
- sanctioned for noncompliance with work registration (see 1105.015.10.20 Disqualified for Failure to Comply With Work Registration Components: Job Quit, Reduced Work Hours, or Refusal of an Offer of Suitable Employment)
- subject to and not meeting the ABAWD work requirement (see 1105.015.10.25 Failure to Meet the ABAWD Work Requirement)
- ineligible students (see 1105.015.10.30 Ineligible Students)
- disqualified for a felony drug conviction (see 1105.015.10.35 Disqualified for Felony Drug Conviction)
- disqualified for probation or parole violations (see 1105.015.10.40 Disqualified for Probation/Parole Violation)
- disqualified for fleeing felon status (see 1105.015.10.45 Disqualified for Fleeing Felon)
- disqualified for trafficking food stamp benefits (see 1105.015.10.50 Disqualified for Trafficking Food Stamps)
- disqualified due to certain criminal convictions (see 1105.015.10.65 Disqualification Due to Criminal Convictions/Non-compliance)
When a household member is not eligible for benefits due to the reasons listed above, they are still included in the household’s benefit determination; their income and resources are considered as available to the household although no benefits will be issued for them. These ineligible members cannot participate in the program as a separate household and can only be excluded from the application if they do not purchase and prepare food with the rest of the SNAP household and are not otherwise mandatory.

The ineligible member’s income, expenses, and resources are all entered into the eligibility system like all other household members. The eligibility system makes the determination of whether to exclude, pro-rate, or include the member’s income, resources, and expenses according to the policy of the specific reason of their ineligibility.
