Prior to issuing expedited SNAP benefits:

  • An interview must be completed, and
  • Identity must be verified.
    • An applicant’s identity can be verified through readily available documentary evidence or a collateral contact, such as a neighbor or landlord, whichever is the most prompt.
  •

If an applicant or other household members indicate they have received benefits out of state, immediately contact the other state to verify when the household members last received or will receive benefits from the other state.

To find the contact information for the other state, follow these steps:

Obtain documentary evidence of all other eligibility factors possible during the interview. Expedited benefits may only be delayed:

  • To obtain verification identity or
  • To resolve a National Accuracy Clearinghouse (NAC) match. Households where possible out of state duplicate participation is found through a NAC match cannot be issued expedited benefits until the NAC match is resolved.

Once the interview is completed, expedited benefits should be authorized and issued in the eligibility system if the case is able to be authorized. If the application date is different from the date the expedited benefits are authorized, the message “Expedited Issuance-Check Discovery Date” appears on the authorization screen to alert staff to check the discovery date.

Prior to finalizing the benefit authorization:

  • Review the discovery date to enter the correct discovery date.
  • Record a comment if the discovery date is different than the application date.
    • Refer to the SNAP Expedited Service guide for more detailed instructions.
  • Enter the correct date of discovery and then authorize the action.
    • The eligibility system displays an error if the date of discovery is not entered.
