When an Eligibility Unit (EU) fails/refuses
to cooperate with WIU and fails to contact the worker to discuss good cause,
the EU is ineligible to receive food stamp benefits.
Follow these procedures when an EU does
not cooperate with WIU.

When WIU notifies the county that an EU did
not cooperate, send the EU an IM-31, Appointment Letter/Request for Contact
(RFC) to contact the caseworker in writing or over the telephone to discuss
the non-cooperation with WIU.

If the EU does not contact the caseworker
to discuss good cause, send a Notice of Adverse Action (NOAA) to close
the food stamp case.

After the NOAA expires, if the EU has not
cooperated with WIU or contacted the caseworker to discuss good cause,
close the case. The entire EU is ineligible to receive food stamp
benefits.
