DISCUSSION:
The Food Stamp Income Exclusions Manual sections have been revised. The revisions include changes to policy made in previous memoranda, clarification of policy, formatting changes, changing household to EU, adding FAMIS processes and procedures, and adding the income source codes. The policy revision and clarification changes made are as follows.
- Income in Kind and Vendor Payments - Memorandum IM-#24, dated March 21, 2005, was issued to clarify when to use income source code IK for income in kind and some vendor payments.
- DMH vendor payment - Memorandum IM-#115, dated November 5, 2004, advised that the income source code description was changed to Dept of Mental Health Payments.
- Educational Loans - Memorandum IM-#86, dated July 21, 2003, revised the policy to exclude all educational income, including educational loans.
- Reimbursements - The entire amount of reimbursement is excluded, unless the reimbursement is for normal EU living expenses, such as rent or mortgage, personal clothing, etc. This policy change is an option allowed under the Farm Bill of 2002.
- Representative Payee payments - This section is clarified if the representative payee charges a fee for the service of collecting the payment, the fee is not excluded and the gross payment is counted for the Food Stamp Program.
- Disaster Payments - This section is revised to exclude all disaster payments.
- Domestic Volunteer Service Act (DVSA) - Memorandum IM-#115, dated November 5, 2004, advised that the income source code description was changed to DVSA - not AmeriCorps or VISTA.
- Work Study and Educational Income - Memorandum IM-#86, dated July 21, 2003, revised the policy to exclude all educational income. Memorandum IM-#115, dated November 5, 2004, advised that income source code descriptions for NA was revised to Student Assistance Title IV and for VE was revised to Vet's Education Assist (not CC Compensation). Memorandum IM-#130, dated December 9, 2004, introduced income source code VC for Veteran's Education Assistance - Child Care Compensation.
- WIA - Memorandum IM-#115, dated November 5, 2004, revised the income source code description for code JA to Job Corps Living Allowance/Allotment. Memorandum IM-#18, dated March 3, 2005, clarified when to use income source codes J1, J2, J7, and JS. The memorandum also eliminated income source code J4.
- Income while deployed to a Designated Combat Zone - Memorandum IM-#21, dated March 14, 2005, introduced new income source code MD to exclude additional payments to members of the United States Armed Forces deployed to a designated combat zone.
- Donations - The entire amount of donations is excluded. This policy change is an option allowed under the Farm Bill of 2002.
- Radiation Exposure Compensation - Memorandum IM-#115, dated November 5, 2004, revised the income source code description RD to Radiation Payments.
- PASS Account - Memorandum IM-#9, dated January 25, 2006, introduced income source code PA for PASS Accounts.
- Interest - Memorandum IM-#86, dated July 21, 2003, revised the policy to exclude all interest income.
- Ricky Ray Hemophilia Relief Fund Act of 1998 - This section is added and introduces new income source code RI.
- Memorandum IM-#130, dated December 9, 2004, introduced the following new income source codes:
- YB for Youthbuild Program payments;
- AE for AmeriCorps - NCCC (National Civilian Community Corps);
- AM for AmeriCorps - not NCCC;
- CL for compensation in lieu of wages;
- OA for payments from the Older Americans Act of 1965, including, but not limited to, the National Family Caregiver Support Program, in-home services for frail elders, and those services which protect the rights of older persons such as the long term care ombudsman program;
- CH for Chaffee Foster Care payments made to a third party;
- CV for Crime Victim's Fund payments; and
- SP for Children of Vietnam Vets with Spina Bifida.
- YB for Youthbuild Program payments;
