When asked about the SNAP Program, FSD staff shall:

• Give a general explanation about the SNAP Program
• Inform the inquirer about how to apply for SNAP benefits (in person, online, etc.)
• Provide applications materials (as needed)
• Educate the inquirer about the process that occurs after the application is submitted [processing timeframes (see 1130.005.00 Processing Time Frames), verification, interview, etc.]
• If applicable, note application procedures for applicants with special circumstances [applicants that may qualify for expedited service (1125.000.00 Expedited Service), are in group living arrangements (1135.005.25 Group Living Arrangement), or SSI recipients applying at an SSA office (1135.020.00 SSI/Food Stamp Joint Application Processing)]

All customers are encouraged to contact the FSD Info Center (855-373-4636) for assistance.

FSD staff shall review the following materials and corresponding policies with each SNAP applicant:

• IM-31F Applying for SNAP benefits
• IM-4CC Child Care Subsidy Brochure

Note: If the applicant’s language proficiency is not English, provide the applicant with translated materials (as available) from the intranet.

FSD staff shall review the following eligibility requirements with each SNAP applicant during the interview or as appropriate:

• citizenship and the option to not provide immigration status (see 1105.010.00 Citizenship and Immigrant Status)
• residency (see 1105.005.00 Residency)
• household determination (see 1105.015.00 Eligibility Unit Determination)
• identity (see 1105.020.00 Identity)
• social security number and the option to not provide the number (see 1105.040.00 Social Security Numbers)
• work registration (see 1105.025.00 Work Requirements)
• ABAWD work requirement (see 1105.035.00 Able Bodied Adults Without Dependents (ABAWD) Work Requirements)
• resources (see 1110.000.00 Resources)
• income (see 1115.000.00 Income)
• EBT (see 0150.000.00 Electronic Benefit Transfer (EBT) System/Direct Deposit)

Enter a comment in the eligibility system confirming that the aforementioned materials and policies were reviewed with each applicant.

Each FSD staff and/or applicant shall complete the following forms upon application or recertification:

• Application for SNAP (FS-1)
  • Eligibility Statement (Interview Summary, for FTF interviews or if requested by an applicant)
    • Note: Staff must review the Interview Summary but have the option to print if there is a SNAP-only application.  Applications in conjunction with another program must be printed.
  • Expedited Service Notice (for initial applications only)
  • Missouri Voter Registration Application
  • If applicable:
    • Referral for Social Security Number (SSN-1)
    • Applicable Release(s) of Information
    • Request For Information
