DISCUSSION:

The purpose of this memorandum is to inform staff of manual revisions to Section 1040.010.00 and 1040.015.25 of the December 1973 Eligibility Requirements.

Revisions have been made to update the look back period as reflected in Section 6011 of the Deficit Reduction Act (DRA) of 2005. All transfers of property after February 8, 2006, will be subject to a look back period of 60 months.

DISCUSSION:

The purpose of this memorandum is to update Appendices A and I due to the effect of COVID-19 changes.

Appendix A now shows effective dates from April 1, 2020 through March 31, 2021. Because of the Public Health Emergency (PHE) the CHIP premium increase, which usually occurs on July 1st each year, did not go into effect. At this time we are not anticipating a premium increase, but will notify staff if that changes.

Appendix I should have been updated with the FPL changes in April, but this was overlooked due to all the COVID-19 changes and memos. It has now been updated and is dated August 1, 2020.

DISCUSSION:

The purpose of this memo is to inform staff of the SNAP, also known as Food Stamp Program, change and manual update regarding Homeless Standard Deduction required by the Agriculture and Nutrition Act of the 2018 Farm Bill. The manual explains the Homeless Standard deduction. The eligibility system has been updated to compare the Homeless Standard Deduction and the other utility allowances, including Standard Utility Allowance, Non Heating/ Cooling Standard, Lower Utility Allowance, and Telephone Standard to determine which is more beneficial to the participant. The amount of the deduction is currently $152.06. This amount could adjust with the annual mass adjustment.

The participant has to be considered homeless per definition and must have a qualifying expense to be allowed the Homeless Standard Deduction. Entering “Y” to the Homeless (Y/N) field on the Application Detail screen will allow the system to compare the Homeless Standard Deduction.

DISCUSSION:

The purpose of this memorandum is to inform staff the manual has been updated to remove MO HealthNet for Families (MHF) and MO HealthNet for Kids (MHK) references pertaining to FAMIS in these sections, and to refer instead to the Family MO HealthNet manual sections related to eligibility for (MHF) and (MHK) poverty level children under the age of 18. 

A note has also been added to remind staff that children temporarily receiving in-patient services who are ineligible for MO HealthNet for Disabled Children (MHDC), but are actively receiving benefits under (MHF) or (MHK), are able to continue receiving those services with no level of care change needed, and MO HealthNet Division will immediately dis-enroll the (MHF) or (MHK) child from Managed Care. 

Children who meet this criteria are anticipated to have a short stay and will either be discharged, or transitioned into residential care.  When/if the child is transitioned into residential care, a new determination should be made.  See 0815.055.00 INPATIENT PSYCHIATRIC SERVICES FOR INDIVIDUALS UNDER 21 YEARS OF AGE.

IM-134 COVID-19 FIFTH EXTENSION OF PANDEMIC SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (P-SNAP) EMERGENCY ALLOTMENTS

SUBJECT:  COVID-19 FIFTH EXTENSION OF PANDEMIC SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (P-SNAP) EMERGENCY ALLOTMENTS

DISCUSSION:

The Families First Coronavirus Response Act (FFCRA) allows for Emergency Allotments (EA) of supplemental benefits for the Supplemental Nutrition Assistance Program (SNAP/Food Stamps) to be issued to eligible SNAP households. The P-SNAP program raises a household’s SNAP allotment to the maximum amount for the household size.

Supplemental benefits have been issued by the Family Support Division (FSD) in March through August 2020 as part of the P-SNAP program. P-SNAP has been extended through September 2020. Beyond September 2020, participation in

P-SNAP will be decided on a month to month basis during the COVID-19 health crisis.

SNAP households do not need to apply for P-SNAP. The supplemental benefit will be automatically added to the Electronic Benefit Transfer (EBT) card.

Note: Households that already receive the maximum allotment for their household size will not have a benefit increase.

DISCUSSION:

Updates have been made to the manual section, 0805.015.10 Income Exclusions in the MO HealthNet for the Aged, Blind, and Disabled (MHABD) Manual.

Sheltered Workshop income must be excluded for participants who are eligible for certified extended employment. However, it can be difficult to determine if an employer is a sheltered workshop. Sheltered workshops are supported by the Department of Elementary & Secondary Education. Staff should review the directory of Sheltered Workshops to become familiar with the names and locations. They can be found at https://dese.mo.gov/special-education/sheltered-workshops/directories. This link has been added to Income Exclusions in the manual.

Updates were also made to provide links to relevant manual sections in the 1973

Eligibility Requirements manual. These links replaced links previously used that directed staff to other Income Maintenance manuals.
