DISCUSSION:

The SNAP policy manual has been revised to instruct staff to verify obligated and actual child support payments through the Missouri Automated Child Support System (MACSS). Staff should no longer utilize the interface screen within FAMIS to verify these payments. Continue to use the INTRFACE screen (FMK0) as reference for potential MACSS payments.

The health care program for uniformed service members, TRICARE, replaced the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) program. The TPL-1 Instructions have been updated to remove the reference to CHAMPUS. The updated instructions are located in the public forms manual and the internal forms manual.

IM-48 ENDING EARNED INCOME IN FAMIS

SUBJECT:  ENDING EARNED INCOME IN FAMIS

 

DISCUSSION:

This memo is to remind staff of proper procedures when ending an income source in FAMIS, as noted in IM-14 January 30, 2008. When an income source has ended, staff must determine when the employment ended and when the last paycheck from the ended employment will be received.

  • If employment ends the same month as the last paycheck received, the end-date for the income source is the date the last paycheck was received.
  • If the employment ends one month, and the last paycheck is received the following month, the end date for the income source is the date of the last paycheck.
    • If the income source is ended the month before receipt of the last pay stub, the income will not be budgeted correctly for the last month.

Example: Application received 3/3/2022. Applicant states they last worked on 2/22/2022 and will receive the final paycheck 3/4/2022. Enter a March budget with the amount the applicant reports and enter an April budget with $0, as no further income is anticipated from the employer. When verification of the final pay is received, update the budget to reflect the actual amount of pay received in March, and end the income source with the date the last paycheck was received in March.

The average private pay nursing care rate increased to $6,894 per month effective April 1, 2022. For applications taken on or after April 1, 2022, use $6,894 to determine the number of months of ineligibility for vendor level services.

Appendix J of the MO HealthNet for the Aged, Blind, and Disabled (MHABD) Manual lists the current average private pay nursing care rate.

Appendix N of the December 1973 Eligibility Requirements Manual lists the historical values for average private pay nursing care rates.

Use $6,894 as the average private pay rate effective for applications on or after April 1, 2022.

DISCUSSION:

Senate Bill 583 (2010) requires the Department of Social Services (DSS) to collaborate with the Department of Elementary and Secondary Education (DESE) and licensed childcare providers in an effort to reach the uninsured children of Missouri.

Each year, to comply with Senate Bill 583, the Family Support Division (FSD) provides DESE and licensed childcare providers with a flyer that informs parents how to apply for MO HealthNet (MHN) as follows:

  • Online at mydss.mo.gov. Please send an email to Cole.MHNPolicy@dss.mo.gov with subject line “SCHOOL” or “FACILITY OUTREACH” to let us know to watch for your application. Include the parent’s name, child’s name, and child’s date of birth.
  • By telephone at 855-373-9994. When speaking with a representative please tell them this is a “School Application” or “Facility Outreach Application”.
  • Request an application from 855-FSD-INFO (855-373-4636). Please write “SCHOOL” or “FACILITY OUTREACH” at the top of the application.
  • Print an application online at dssmanuals.mo.gov/wp-content/uploads/2020/09/IM-1SSL-Fillable-Secured-6-24-21.pdf. Please write “SCHOOL” or “FACILITY OUTREACH” at the top of the application.

The attached fliers below will be distributed to schools and childcare facilities:

  • Two for DESE – one in English and one in Spanish
  • One for Childcare Facilities in English

FSD is required to track these applications for reporting. Each Family MO HealthNet (MAGI) office, Resource Center, and Customer Service Center is asked to document the receipt of these applications on the attached spreadsheets. School and Facility Outreach spreadsheets should be kept separate. Management should enter all information on the appropriate spreadsheet and submit monthly to Cole.MHNPolicy@dss.mo.gov.
