DISCUSSION:

The average private pay nursing care rate increased to $6,894 per month effective April 1, 2022. For applications taken on or after April 1, 2022, use $6,894 to determine the number of months of ineligibility for vendor level services.

Appendix J of the MO HealthNet for the Aged, Blind, and Disabled (MHABD) Manual lists the current average private pay nursing care rate.

Appendix N of the December 1973 Eligibility Requirements Manual lists the historical values for average private pay nursing care rates.

Use $6,894 as the average private pay rate effective for applications on or after April 1, 2022.

SUBJECT:  2022 MO HEALTHNET OUTREACH PROJECT WITH DEPARTMENT OF ELEMENTARY AND SECONDARY EDUCATION, LICENSED CHILDCARE PROVIDERS, AND FAMILY SUPPORT DIVISION

 

DISCUSSION:

Senate Bill 583 (2010) requires the Department of Social Services (DSS) to collaborate with the Department of Elementary and Secondary Education (DESE) and licensed childcare providers in an effort to reach the uninsured children of Missouri.

Each year, to comply with Senate Bill 583, the Family Support Division (FSD) provides DESE and licensed childcare providers with a flyer that informs parents how to apply for MO HealthNet (MHN) as follows:

  • Online at mydss.mo.gov. Please send an email to Cole.MHNPolicy@dss.mo.gov with subject line “SCHOOL” or “FACILITY OUTREACH” to let us know to watch for your application. Include the parent’s name, child’s name, and child’s date of birth.
  • By telephone at 855-373-9994. When speaking with a representative please tell them this is a “School Application” or “Facility Outreach Application”.
  • Request an application from 855-FSD-INFO (855-373-4636). Please write “SCHOOL” or “FACILITY OUTREACH” at the top of the application.
  • Print an application online at dssmanuals.mo.gov/wp-content/uploads/2020/09/IM-1SSL-Fillable-Secured-6-24-21.pdf. Please write “SCHOOL” or “FACILITY OUTREACH” at the top of the application.

The attached fliers below will be distributed to schools and childcare facilities:

  • Two for DESE – one in English and one in Spanish
  • One for Childcare Facilities in English

FSD is required to track these applications for reporting. Each Family MO HealthNet (MAGI) office, Resource Center, and Customer Service Center is asked to document the receipt of these applications on the attached spreadsheets. School and Facility Outreach spreadsheets should be kept separate. Management should enter all information on the appropriate spreadsheet and submit monthly to Cole.MHNPolicy@dss.mo.gov.

  • Offices should begin tracking immediately and submitting documentation on the first week of each month.

Effective April 3, 2022, the Representative Detail (FMJG) screen in FAMIS allows the use of Representative Type ARP – Authorized Representative for Child Care applications and cases.

The Appointing an Authorized Representative form (IM-6AR) includes this option for Child Care participants.

DISCUSSION:

On March 3, 2022, Income Maintenance (IM) Memo #19 posted, announcing a change in Simplified Reporting processing guidelines for SNAP effective March 6, 2022. The change was put on hold on March 4, 2022, and was not implemented.

The Family Support Division (FSD) will not be moving forward with this change, and staff will continue to process cases by acting on all changes when reported within the existing policy guidelines.

The SNAP Manual 1140.000.00 Simplified Reporting sections retained updates that solely related to replacing previously identified outdated terminology.

DISCUSSION:

Effective April 17, 2022, the Adverse Action Notice (FA-510) and Action Notice (FA-150) is updated to add mandatory wording for Temporary Assistance (TA) drug disqualifications. These updates include:

  • Adding the specific state regulations for disqualification reasons:
    • MSQ- Failure to Cooperate with the Mandatory Screening Question
    • DNS- Did Not Show-up for Drug Test
    • DNC- Failed to Provide Valid Sample
    • 6FC- Failed to Provide Valid Sample- 6mos
    • 6NS- Did Not Show-up for Drug Test- 6mos
    • DP6- Drug test Returned Positive Result-6mos
    • TRC- Failure to Complete Mandatory Treatment
    • TRP- Failure to Participate in Mandatory Treatment
  •  Adding the following statement to all TA drug disqualification FA-510 and FA-150 notices:

The FSD has found that YOU ARE NOT ELIGIBLE FOR TEMPORARY ASSISTANCE FOR A PERIOD OF 3 YEARS because you refused to cooperate with drug (screening, testing, or treatment).

Section 1805.030.20.20.05 Calculation of the Five Percent Disregard has been updated to replace “MO HealthNet for Families – Adult category only” with Adult Expansion Group (AEG). The formula to calculate the five percent disregard has not changed; however, the examples have been updated to provide a formula and references Federal Poverty Limits (FPL) percentages versus specific dollar amounts.

IM-35 NEW ONLINE APPLICATIONS FOR FAMILY SUPPORT DIVISION (FSD) INCOME MAINTENANCE (IM) PARTICIPANTS

SUBJECT:  NEW ONLINE APPLICATIONS FOR FAMILY SUPPORT DIVISION (FSD) INCOME MAINTENANCE (IM) PARTICIPANTS

 

DISCUSSION:

On March 31, 2022, the online applications for Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance (TA), and Child Care (CC) available on https://mydss.mo.gov/ will be updated. This update allows participants to complete and submit applications for these programs without requiring a MO Login Account.

To access the SNAP, TA, and CC online applications, participants can select the programs on mydss.mo.gov/apply, then click “Apply Online” on the next page. Participants complete the application, attach available verification, and submit electronically. The participant then goes to a thank you page and has the option of printing or saving a PDF of the application.

The submission page and the copy of the completed application will contain an application document number that the participant can reference when contacting FSD. The application and attached verification will be electronically sent to FSD to be added to the electronic case file and processed by FSD according to application guidelines for each program.

Applications started and saved on a MO Login Account prior to 3/31/22, but not submitted, will require the participant to complete a new application using the new online application process.
