DISCUSSION:

The The average private pay nursing care rate will increase to $6122. Use $6122 to determine the number of months of ineligibility for vendor level services for applications taken on or after April 1, 2018.

The manual has also been updated to further clarify the penalty period starts in the month the transfer occurred or the month the participant was determined eligible, except for the transfer, whichever is later. This penalty begin date is entered by the Eligibility Specialist on the Adult MA Penalty (PENALTY/FMWT) screen in FAMIS.

NECESSARY ACTION:

  • Use $6122 as the average private pay rate effective for applications on or after April 1, 2018.

DISCUSSION:

The Office of Refugee Resettlement (ORR) provides new refugees with the opportunity to achieve their full potential in the United States. Among the different types of support is 100% federal funding for financial assistance, medical assistance, and social services to all refugees regardless of national origin. Missouri Department of Social Services Family Support Division (FSD) will no longer administer the Refugee Resettlement program. The ORR will contract directly with the Refugee Resettlement Agencies in Missouri.

Refugees will continue to arrive in Missouri but refugees who do not meet eligibility criteria for Temporary Assistance or MO HealthNet will be served under contracts between local refugee agencies and Office of Refugee Resettlement (ORR), instead of FSD.

Effective end of business April 30, 2018, no new applications or approvals for Refugee Cash Assistance (RCA) and/or Refugee Medical Assistance (RMA) will be accepted. Applications taken and approved for RCA and/or RMA prior to May 1, 2018 will continue to be administered through FSD until the end of their 8 month eligibility period. Refugees in the United States less than 8 months, who do not meet eligibility criteria for Temporary Assistance, should be referred to the International Institute of St. Louis at 314-773-9090 ext.#162 who will explore eligibility for a cash grant.

example 1: Mr. A applies for benefits on 04/28/2018, after reviewing the application, it is determined that Mr. A is eligible for RCA/RMA. Mr. A’s application is approved on 04/29/2018. Mr. A will receive his RCA/RMA benefits from Missouri through 11/2018, the end of his 8 months of RCA/RMA eligibility period, or until he is no longer eligible for other reasons, whichever occurs first.

EXAMPLE 2: Ms. L who arrived in the United States on 04/29/2018 applies for benefits on 05/01/2018. After reviewing the application, it is determined that she may have eligibility for RCA/RMA. She should be referred to the International Institute of St Louis.

DISCUSSION:

Food and Nutrition Service (FNS) has provided clarification of an increase to the reporting requirements for unearned income. Eligibility Units will now be required to report if unearned income has changed by more than $100 per month at Mid Certification. The FA546 Mid Certification Review/Report form and manual have been updated to reflect this change.

The following example has been updated for clarification:

EXAMPLE:  Ms. Jones’ Food Stamp certification is June 2012 – May 2014. In October 2013 earned income is added to a current member. The certification does not change, but an MCR is due six months later due to the addition of earned income, April 2014, which is just one month before the certification ends. (Changing the MCR is discussed in the next section.) The FA546 MCR Report is generated March 5, 2014. The EU comes to the office to discuss the MCR. Since it is less than 60 days from the end of the certification, the Eligibility Specialist (ES) has the EU complete an application for Food Stamp benefits, completes the interview for the recertification, and authorizes the action. Completing the recertification also completes the MCR.

IM-1SSL Signature Request Letter

DISCUSSION:

Clarification has been added to section 1802.020.05 Application with No Signature of the Family MO HealthNet (MAGI) manual. The name and address requirement to make an application valid has been removed. This section now states that:

    If address information is missing or an invalid mailing address is given, staff should attempt to locate an address through FAMIS, MODL, IIVE or Work Number. If staff are unable to establish a valid address, the application should be desk rejected for reason of “Unable to Locate.”

Staff should also return any original unsigned IM-1SSL application with the IM-1SSL Signature Request Letterand an FSD addressed envelope to the customer within three business days.

Clarification has also been added to section 1120.010.00 APPLICATIONS RECEIVED BY THE AGENCY of the Food Stamp manual. The section now states the following:

  • An FS-1 missing the applicant’s signature is not considered an application.
  • When an FS-1 is received without a signature return the original unsigned application with the Signature Request Letter, and an FSD addressed envelope to the customer within three business days.

The reference that the return envelope is stamped has been removed from the MAGI and Food Stamp manuals as well as the signature letters.

This memorandum is to inform staff that Social Security Administration (SSA), Supplemental Security Income (SSI), Veterans Administration (VA) and Railroad Retirement (RR) participants received a 2% Cost of Living Adjustment (COLA) for MAGI programs.

The January 2018 COLA that occurred in MEDES was for VA and RR only. COLA in MEDES is expected to occur for SSA/SSI later in 2018 due to a delay of the Bendex and SDX files MEDES receives for the SSA/SSI COLA.

Notices

This memorandum is to inform staff that Social Security Administration (SSA), Supplemental Security Income (SSI), Veterans Administration (VA) and Railroad Retirement (RR) participants received a 2% Cost of Living Adjustment (COLA) for MAGI programs.

  • Cases with individuals who no longer qualify, and the proposed determination is termination of benefits: an IM-80PRE will be sent allowing 10 days for the individual to respond to the proposed case determination. After the IM-80PRE period expires, an IM-80 will be sent allowing an additional 10 day period. After the IM-80 period expires, the IM-33C will be sent.
