DISCUSSION:

Effective April 1, 2022, MAGI cases will be updated to reflect a 5.9% COLA for Social Security Administration (SSA) and Supplemental Security Income (SSI) participants.

NOTE: The Families First Coronavirus Response Act of 2020 (FFCRA) requires that MO HealthNet (MHN) coverage for individuals be maintained at the same level or better for the duration of the COVID-19 Public Health Emergency (PHE). The eligibility system will not reduce or end MHN coverage due to the COLA changes until the PHE has ended.

Cases Adjusted

Cases that include income types Social Security Adult (disability or received off disabled/deceased spouse), Social Security Adult (retirement), Social Security Child (disability or received off disabled/deceased parent), and SSI are subject to an automatic increase of 5.9%. The eligibility system will end date the previous income and add a new piece of income evidence that reflects the adjusted income amount.

Cases That Did Not Adjust

Some cases will not adjust during COLA. These cases will require manual intervention from staff to add the increased income amounts. As cases are reviewed, check the income on each case to determine if the current income is entered. Update and verify income as required using established procedures.

Notices

For case updates made as a result of COLA, the eligibility system will finalize the decision(s) and send out the appropriate notices. Adverse Action notices will not be issued until the COVID-19 PHE has ended.

Updates have been made to MHN policy to allow individuals who are incarcerated to apply for MHN benefits and be suspended until their release from custody.

0105.040.30 MO HealthNet Application for Inmates in Custody of Department of Corrections in the General Information Manual has been updated and advises staff to refer to the new Family MO HealthNet (MAGI) policy section.

1802.010.80 Specialized Application Procedures has been updated to add MO HealthNet Applications for Incarcerated Individuals.

1802.010.80.15 MO HealthNet Applications for Incarcerated Individuals is a new MAGI policy section. This section provides information about allowing MHN applications for incarcerated individuals and immediately suspending their medical benefits according to 1885.040.00 Suspension of MAGI Benefits for Incarcerated Individuals and 0840.020.00 Suspending Incarcerated Participants.

DISCUSSION:

Effective April 1, 2022, the Federal Poverty Level (FPL) income guidelines increase for all Family Healthcare (MAGI) programs.

MAGI cases will be adjusted in April 2022 based on the new FPL income guidelines; however, due to the Public Health Emergency (PHE), no cases will have coverage closed or reduced to a lower level of care due to FPL adjustments until after the PHE has ended.

NOTE: Change in circumstance or applications processed prior to April 1, 2022 will need to be authorized before the FPL change can be viewed.

PREMIUM REFUNDS

Premiums paid for April coverage will be refunded to the participant if the FPL causes the case to:

  • become eligible as a non-premium case;
  • go from CHIP75 to CHIP74; or
  • go from CHIP74 to CHIP73

The refund process will take approximately 8 weeks to complete.

MAGI MANUAL REVISION, PROGRAM DESCRIPTIONS, AND OTHER RESOURCES

MAGI Manual section 1805.030.20.10 Income Excluded Under MAGI has been updated to reflect an increase in the tax filer threshold for earned income from a child to $12,550 based on the 2021 IRS Publication 501.

NOTE: The tax filer threshold for unearned income from a child has not increased.

DISCUSSION:

DISCUSSION:

Several changes have been made to PE policy and forms which includes the addition of PE for the Adult Expansion Group (AEG-PE). Updates are outlined below:

  • PE Manual section 1900.020.80 is a new section regarding eligibility for AEG-PE. Only qualified hospitals are allowed to make determinations for this group.
  • The citizenship/qualified immigrant requirement for all PE programs has been removed. Qualified Entities (QE) are no longer required to screen for citizenship/immigrant status for PE applications.
  • QEs do not need to ask applicants about tax-filing status. How to calculate household size has been simplified, which determines what income should be counted.
  • Income calculations are now simplified to include earned income and unearned income. Deductions counted on federal taxes are no longer allowed.
    • Self-employment income is still determined by monthly gross business income minus business expenses.
  • PE forms previously listed have been updated to reflect the changes noted above. In addition, the TEMP/SMHB-PE Authorization form, which was previously designated PE-3TEMP is now titled PE-3PW.
  • Additional minor changes have been made in the manual sections listed above such as:
    • Updating how paper applications may be submitted;
    • Removing processes for entry of PE coverage. A specialized unit enters all PE coverage;
    • Adding the legal reference for AEG-PE.

QEs have been notified of these changes and PE training has been updated.

DISCUSSION:

Approval notices for BP and SAB coverages have been updated to notify the participant of the length of their eligibility determination and if a re-examination is waived for coverage renewal.

The State Ophthalmologist notifies the Family Support Division (FSD) if the participant has met the blind assistance criteria and the length of eligibility. Based on the information provided by the State Ophthalmologist the participant may need a re-examination no less than every fifth year after initial approval unless they have been deemed to have no usable vision.

All BP and SAB approval notices will include one of the following paragraphs:

Time limited approvals (requiring a reexamination)

(Participant’s Name) has been approved for assistance based on blindness until _________. You will be contacted prior to that date to determine if you continue to be eligible. You are required to report if your vision improves. 209.040 RSMo

Waived approvals (not requiring a re-examination)
