DISCUSSION:

The purpose of this memorandum is to clarify when to utilize Income Maintenance and Employment Security interface (IMES) information and to inform staff of an update to the General Info Manual.  In section 0110.025.05 Earned Income the age to utilize IMES has been updated to age 16 for MO HealthNet and Cash Assistance Programs.   

IMES is a tool that can be used to give an indication of income and income changes.  It is only necessary to view and scan IMES to the Virtual File Room (VFR) once during the application, recertification, mid-certification (MCR) or annual review process.  An exception can be made for cases in which IMES shows potential Unemployment Compensation (UC), Trade Adjustment Assistance (TAA) or Trade Readjustment Assistance (TRA) approval. 

When IMES has been scanned to the VFR during the application process and subsequent views show no changes, record a comment in the eligibility system regarding IMES.

If IMES shows employment during the previous work quarter, make a comment about all conversations with the participant regarding previous employment in the eligibility system. 

NOTE: For MAGI cases, refer to Reasonable Compatibility guidelines.  For all other IM programs, pursue verification of income when required by policy.

Refer to the Comment Quick Reference Guide for specific instructions for recording comments.

During the Application and Recertification process:  View, scan to the VFR and comment/record regarding IMES on each eligibility unit (EU) member/household member age 16 and over. If an interview is required, use the information on IMES to review past and present employment history with the EU/household during the interactive interview.  Discuss any new or questionable IMES information with the applicant and comment/record.

NOTE: For MO HealthNet applications in which prior quarter (PQ) was requested, make a note in the eligibility system of any income received in the PQ.  Reference the date(s) the IMES indicates the income was received.

During the MCR and Annual Review/Renewal process:  View and scan IMES to the VFR for any individual age 16 or over.  Comment/record regarding IMES information in the eligibility system.

DISCUSSION:

Policy regarding Pre-Need Burial Contracts purchased on or after August 28, 2009 has been revised.  Additional information has been added to distinguish between Personal Funeral Trust Accounts and funds held in a trust by a funeral home.

The four types of policies are:

  1. Joint Account
  2. Trust Account with a funeral home
  3. Personal Funeral Trust Account (PFT)
  4. Irrevocable Pre-Need Burial Contracts funded by a life insurance policy.

The amount that a funeral home can retain when a revocable pre-need burial contract has been revoked has been updated.  The provider can keep 15% of the funds that have been paid in for contracts funded by a joint account or a trust account with the funeral home. 

  • If revocable, 85% of the face value or 85% of the amount of the policy paid in thus far, will be a countable resource and considered for the Cash Surrender Value (CSV) Exemption.

NOTE:  Policy regarding irrevocable pre-need burial contracts has not changed.    

Please review MHABD Manual Section 1030.020.10.15 Agreements on or after August 28, 2009 for additional details.

The MO HealthNet Gateway to Better Health Application/ Eligibility Statement IM-1MAGW has been updated to reflect the current Substantial Gainful Activity (SGA) income maximum of $1260.00 and the primary health care centers have been updated to reflect a name change to CareSTL Health (previously known as Myrtle Hilliard Davis Health Centers.) The updated form also removes the option to choose “None” as a primary health center.

Use this updated version effective immediately and discard all previous versions.

DISCUSSION:

The purpose of this memorandum is to inform staff of the Income Maintenance manual sections which have been updated to include current instructions for submitting documentation and Request for Interpretation of Policy (IM-14). Please refer to E-Mail Memo 2019 IM Email Memo #40 from 2019, for detailed instructions on what to send with the IM-14. 

Staff must continue to submit each request to Program & Policy, on a separate IM-14, through proper supervisory channels.  Managers and supervisors will submit through SharePoint.  They will attach necessary documents to the IM-14 Request for Interpretation of Policy, and forward them to the Program & Policy Unit for review.  Refer to Policy and Procedure site instructions for information on how to enter Requests for Interpretation of Policy.

The instructions to send to FSD.IM14@dss.mo.gov, have been removed from the manual sections listed above as this e-mail is no longer being monitored.

Flyers have been added to the IM Forms Manual and will soon be available to order from the e-store.
