DISCUSSION:

The purpose of this memo is to introduce sections 1805.045.00 and 0880.020.00 regarding Third Party Liability (TPL) in both the MAGI and MO HealthNet for the Aged, Blind, and Disabled (MHABD) manuals.

These sections include information about completion of the TPL-1 form and editing or end-dating existing TPL information.  Both sections contain links to direct staff to the new Adding/Updating Private Insurance Information Using the TPL-1 Form, which outlines the TPL process.

Refer to these sections and the guide when adding or updating TPL information and if a participant reports an urgent need to update existing TPL information.

DISCUSSION:

The purpose of this memorandum is to inform staff of the policy revisions located in section 1040.020.10 Investigation of Assets Transfer of the December 1973 Eligibility Requirements manual. 

This policy has been revised to provide information on how an improper transfer of property penalty is not imposed for participants of MO HealthNet nursing facility (vendor level of care), for Home and Community Based (HCB) Waiver Services, or Missouri’s Children with Developmental Disabilities (MOCDD) programs when all property is returned by the transferee to the transferor, per Section 1917 of the Social Security Act (42 U.S.C. 1396p).  Policy has also been added to clarify how a partial return of a transferred asset will impact eligibility for those programs.

DISCUSSION:

The purpose of this memorandum is to inform staff that Food Stamp

Mid-certification Reviews (MCRs) will be generated the weekend of June 6-7, 2020, for cases having an MCR due in July 2020

MCRs due in March, April, May, and June were not mailed to participants as part of the Food Stamp Recertification Waiver that expires in June 2020.  Staff should be aware that resuming MCRs may result in an increase in phone calls and questions from participants.

DISCUSSION:

The Families First Coronavirus Response Act allows supplemental benefits to be issued to eligible school-age children who would receive free or reduced price meals if school were in session. The Family Support Division (FSD) will issue these benefits as the P-EBT program.

  • Food Stamps (SNAP) households who received benefits in March 2020 do not need to apply for P-EBT, and will automatically receive the full benefit of $302. The new/additional benefit will be automatically added to their existing Electronic Benefit Transfer (EBT) card.
  • Resource Parents— formerly known as Foster Parents— need to include all children in the household (including their own) on the application. They are eligible for the months they provided care for a Foster Care child and were income eligible.
  • All households who wish to have eligibility explored for this benefit will need to apply before June 30, 2020. They will receive benefits for the months they were income eligible.
    • Households can submit an application online at: https://www.emergencymealsurvey.com/MO
    • Households may submit a completed paper application to:

    • Households may scan a completed paper application to foodandnutritionservices@dese.mo.gov

    • DESE will certify the household is eligible for free or reduced price meals and forward the information to FSD for processing.

The amount a household may qualify in P-EBT benefits is up to 53 days for the time frame of March 18th through May 31st. The reimbursement rate is $5.70 per day at a total amount up to $302 per eligible child.

The benefits include:

  • $57 for March
  • $125 for April
  • $120 for May

IM-73 COVID-19 EXTENSION OF STATEWIDE FOOD STAMP INTERVIEW WAIVER

SUBJECT:  COVID-19 EXTENSION OF STATEWIDE FOOD STAMP INTERVIEW WAIVER

DISCUSSION:

The Food and Nutrition Service (FNS) has approved an extension of Missouri’s Statewide Food Stamp Interview Waiver through June 30, 2020.  This waiver allows temporary changes to the Food Stamp Program in order to help keep Missourians safe and healthy during the COVID-19 health crisis.

Continued changes are as follows:

  • Households are not required to complete an interview prior to approval as long as the applicant’s identity has been verified and all other mandatory verifications have been completed.
  • Family Support Division (FSD) is not required to offer or grant a request for a face-to-face interview to any household at application or recertification.

Staff must make every attempt to verify household circumstances through available electronic resources and must contact the household if any information on the application is questionable and cannot be verified.

Note:  It is important to make a comment referencing COVID-19 on each case in which an interview has been waived.

System changes have been made to the FSINTRVW (FM1B) screen as shown in the screenshots below.

Note:  Staff must enter “Y” in the “Do you need to schedule an interview?” field and choose the COVID-19 codes shown below to allow FSD to track waived interview cases for federal reporting requirements.
