DISCUSSION:

Effective 5/28/2022, the following employer and student income verification forms are obsolete for all Income Maintenance (IM) programs:

Manual forms removed from the internal and external forms manuals: IM-12, IM-12A, and IM-108
System forms removed as options to send by the eligibility systems: FA-311, FA-321, IM-12, and IM-108

The following Supplemental Nutrition Assistance Program (SNAP) policy sections are updated to remove references to the obsoleted forms:

1102.015.05 Gross Income
1102.015.45 Number of Hours Worked by Able Bodied Adults Without Dependents

To assist participants in obtaining verification staff should do the following:

• Complete a telephone call with the employer and/or participant
• Use electronic sources when applicable
• Communicate what are acceptable documents to be used as verification
     o Language should be clear and concise

When generating a request for information (FA325 or IM31A), the form should be edited to include clear and concise details of the required verification as well as the specific time period needed.

DISCUSSION:

The SNAP Manual was updated to add interest under Unearned Income. It has been removed from the Earned Income section.

Both policies were updated to better identify the income types in each section, and terminology was updated as follows:

• FAMIS was changed to eligibility system,
• Food Stamps was changed to SNAP, and
• EU was changed to household.

NECESSARY ACTION:

• Review this memorandum with appropriate staff.
• Review the FAMIS Income Code Chart as appropriate.

IM-56 UPDATED INFORMATION ON THE NATIONAL ACCURACY CLEARINGHOUSE (NAC) PILOT

SUBJECT: UPDATED INFORMATION ON THE NATIONAL ACCURACY CLEARINGHOUSE (NAC) PILOT

DISCUSSION:

Louisiana is no longer a participant in the National Accuracy Clearinghouse (NAC).

Louisiana will no longer be adding new data to the NAC Database. Louisiana’s existing NAC data will be maintained for 12 months to allow participating agencies time to resolve dual participation and cross program collisions.

For more information on the NAC Pilot, refer to memo IM-99 NATIONAL ACCURACY CLEARINGHOUSE (NAC) PILOT posted October 1, 2021.

IM-54 MOBILE PAYMENT APPLICATIONS

DISCUSSION:

Mobile payment applications have been added to the resource policies for the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance (TA), and MO HealthNet for the Aged, Blind & Disabled (MHABD). Consider mobile payment applications a resource when determining Child Care (CC) eligibility as well.

Mobile payment applications are tools individuals can use to pay for goods and services and also used to send money to vendors, friends and family. Money can be held within these apps, similar to a checking or savings account, therefore mobile payment applications are considered resources when determining eligibility.

Mobile payment applications include, but are not limited to:

  • CashApp
  • Venmo
  • Google Pay
  • PayPal
  • Zelle
  • Meta Messenger

Refer to FAMIS Resources for instructions on entry of liquid resources.

DISCUSSION:

The SNAP policy manual has been revised to instruct staff to verify obligated and actual child support payments through the Missouri Automated Child Support System (MACSS). Staff should no longer utilize the interface screen within FAMIS to verify these payments. Continue to use the INTRFACE screen (FMK0) as reference for potential MACSS payments.

DISCUSSION:

On March 3, 2022, Income Maintenance (IM) Memo #19 posted, announcing a change in Simplified Reporting processing guidelines for SNAP effective March 6, 2022. The change was put on hold on March 4, 2022, and was not implemented.

The Family Support Division (FSD) will not be moving forward with this change, and staff will continue to process cases by acting on all changes when reported within the existing policy guidelines.

The SNAP Manual 1140.000.00 Simplified Reporting sections retained updates that solely related to replacing previously identified outdated terminology.

IM-35 NEW ONLINE APPLICATIONS FOR FAMILY SUPPORT DIVISION (FSD) INCOME MAINTENANCE (IM) PARTICIPANTS

SUBJECT:  NEW ONLINE APPLICATIONS FOR FAMILY SUPPORT DIVISION (FSD) INCOME MAINTENANCE (IM) PARTICIPANTS

 

DISCUSSION:

On March 31, 2022, the online applications for Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance (TA), and Child Care (CC) available on https://mydss.mo.gov/ will be updated. This update allows participants to complete and submit applications for these programs without requiring a MO Login Account.

To access the SNAP, TA, and CC online applications, participants can select the programs on mydss.mo.gov/apply, then click “Apply Online” on the next page. Participants complete the application, attach available verification, and submit electronically. The participant then goes to a thank you page and has the option of printing or saving a PDF of the application.

The submission page and the copy of the completed application will contain an application document number that the participant can reference when contacting FSD. The application and attached verification will be electronically sent to FSD to be added to the electronic case file and processed by FSD according to application guidelines for each program.

Applications started and saved on a MO Login Account prior to 3/31/22, but not submitted, will require the participant to complete a new application using the new online application process.

IM-32 PROCESSING RECERTIFICATION UPDATES TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (SNAP) MANUAL

SUBJECT:  PROCESSING RECERTIFICATION UPDATES TO THE SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM (SNAP) MANUAL

DISCUSSION:

The SNAP manual has been updated to clarify when a household must submit a new application for rejected recertification applications due to the household not taking a required action, such as completing an interview or not returning requested information.

For rejected recertifications, a new application is not required to be submitted if the household completes the required action within 30 days after the end of the certification period. Staff should use the date the household complied to register and process an application without requiring a new application form to be submitted. If a household completes the required action more than 30 days past the end of the certification period, the household must provide a new application.

If a household complies after the end of the certification period, use the date the certification period ended to determine if the household is within the 30 days not the date the recertification was registered or rejected. A household’s certification period can be found by reviewing the Action Authorization from EULOG for the last rejection action.

Examples were added to the manual section (1130.015.15 Processing Recertifications) for further clarification.

NOTE: This update only applies to recertification applications.
