DISCUSSION:

The Food Stamp Manual section 1140.020.00 has been updated, per Food and Nutrition Service (FNS) clarification. This memo is to introduce a reminder notice when the Mid-Certification Review-MCR (FA-546) form is not received and timeframes associated with the notice.

  • The reminder notice will be generated using the Informational Notice (FA-601) and mailed to Eligibility Units (EU) that failed to return their MCR (FA-546) form by the last day of the month prior to the MCR month. The notice will be mailed to the EU on the first day of the MCR month and allows the EU an additional 10 days to return the MCR form before the Adverse Action (FA-150) notice is sent to close the case for failure to provide the MCR.

The system updates in FAMIS has been made for this process to be automated and will begin February 2018.

DISCUSSION:

The purpose of this memorandum is to introduce the Transitional MO HealthNet (TMH) section of the Family Healthcare Manual – MAGI. Until TMH is functional in MEDES, the TMH Tracking Portal and Guide was created to assist in making sure all procedures are completed in a timely manner.

This section of the MAGI manual contains the following:

  • Cooperation in Pursuit of Medical Support;
    • TMH participants DO NOT have to cooperate in the pursuit of medical support or in the establishment of paternity because TMH is time-limited medical coverage
  • Eligibility for the First Six Months;
  • Eligibility for the Second Six Months;
    • Income maximum is raised to 196% of the Federal Poverty Level (FPL)
  • Quarterly Report Requirements;
    • The TMH Tracking Portal and Guide
    • What to do when a Quarterly report is not returned
  • Ex Parte Reviews

Attached are revised Quarterly Reports (IM-55A, IM-55B, and IM-55C). The Transitional MO HealthNet First Quarterly Report Reminder (IM-33TMH-R) is a new form to notify the participant if they have not returned their First Quarterly Report by the twelfth day of the fourth month. All of these manual notices are to be used until MEDES has functionality for TMH.

The TMH Portal will continue to be used to track cases until MEDES 2.2 is implemented. After 2.2 is functional, only cases already entered in the portal will need to be tracked.

Post-partum coverage remains as stated in manual section 1855.030.15 Coverage for the Mother after Birth of the Child.

DISCUSSION:

This memorandum introduces updates to MAGI Policy manual sections, Adding the Newborn 1860.010.05 and Verification of Birth 1860.010.15. The updates remove the requirement to request verification of the birth of a child before beginning Newborn (NWB) coverage (ME 60).

The birth of the child must be reported before Newborn (NWB) coverage can begin. Accept self-attestation as verification of the child’s birth.

Adding a Newborn 1860.010.05 has been revised to include an updated list of information needed when the birth of a newborn is reported.

DISCUSSION:

Effective January 2, 2018, the Division of Legal Services reorganized the counties served by the Administrative Hearings Unit (AHU). Attached is a listing of Counties Served per Regional Administrative Hearings Office.

The AHU process has not changed. Scanning and indexing the Request for State Hearing (IM-87) form to the hearing portal with the correct county of residence is required for the appropriate DLS office to receive the email with link alerting them to a hearing request.

EXCEPTIONS:

  • Gateway hearing request are sent to the Gateway processing team who scans the request directly to the correct AHU office.
  • Low Income Home Energy Assistance Program (LIHEAP) hearing request are scanned to the correct AHU by the FSD staff taking the request. See memorandum IM-41 dated 4/11/13 LOW INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP) HEARINGS.
  • Gateway hearing request are sent to the Gateway processing team who scans the request directly to the correct AHU office.

DISCUSSION:

In 2011, the Summer Electronic Benefit for Children (SEBTC) demonstration project began in Missouri. SEBTC originally was piloted in the Kansas City area, but expanded to St. Louis City, Ferguson, Mississippi County, the Shannon County area, the New Madrid area, Carter County, and Ripley County over the next few years.

Memorandum IM-#90, dated 11/16/2012, and Memorandum IM-#103, dated 11/20/2013, provided project summaries for 2012 and 2013 project years. This memorandum provides the project summary for the SEBTC project in years 2015, 2016, and 2017. There was no SEBTC project in 2014 in Missouri.

In each year from 2015-2017, households received $45 in SEBTC benefits in June and July for each eligible child. The June benefits were a partial amount of $15 for May and a full amount of $30 for June. The July benefits were a full amount of $30 for July and a partial amount of $15 for August.

2015

During 2015, the SEBTC project in Missouri included the children in the Kansas City and St. Louis areas that participated in 2013, if they remained eligible for benefits by attending school during the 2014-2015 school year in one of the participating districts, were still receiving free or reduced meals, and still resided in the project area. The Kansas City area school districts that participated did not change – Kansas City School District, Center School District, and Hickman Mills School District. The St. Louis Public School District in St. Louis City remained a participating school. Not all children in those districts received benefits. The program was expanded to include additional children in these areas, including siblings of the 2013 returning children and children who were randomly selected to participate.

The project was also expanded into Mississippi County. All children who attended school in the Charleston School District were eligible to receive the SEBTC benefit due to the district’s Community Eligibility Provision (CEP) status, as deemed by the Department of Elementary and Secondary Education (DESE). Schools with CEP status provide all children who attend with free lunches and breakfasts, regardless of income. Therefore all children were also eligible for SEBTC.

All children who attended school in the East Prairie School District and received free or reduced lunches were eligible to receive the SEBTC benefits.

In 2015:

  • 12,703 children in 9,416 households received SEBTC benefits.
    • In Kansas City, 5,084 children were served.
    • In St. Louis, 5,885 children were served.
    • In Mississippi County, 1,734 children were served.
  • The total amount of benefits issued was $1,142,325.
  • $1,073,893.21 was redeemed, for a 94% redemption rate.

2016

In 2016, the SEBTC project in Missouri included the children in the Kansas City, St. Louis, and Mississippi County areas. In Kansas City and St. Louis areas, returning 2015 children who remain eligible, their newly eligible siblings, and children randomly selected to participate were eligible.

The project was also expanded into Mississippi County. All children who attended school in the Charleston School District were eligible to receive the SEBTC benefit due to the district’s Community Eligibility Provision (CEP) status, as deemed by the Department of Elementary and Secondary Education (DESE). Schools with CEP status provide all children who attend with free lunches and breakfasts, regardless of income. Therefore all children were also eligible for SEBTC.

    • In Ferguson, 3,176 children were served.
  • The total amount of benefits issued was $1,521,270.
  • $1,446,165.59 was redeemed, for a 95.06% redemption rate.

In 2016:

  • 12,703 children in 9,416 households received SEBTC benefits.
    • In Kansas City, 5,084 children were served.
    • In St. Louis, 5,885 children were served.
    • In Mississippi County, 1,734 children were served.
  • The total amount of benefits issued was $1,142,325.
  • $1,073,893.21 was redeemed, for a 94% redemption rate.

2017

The 2017 SEBTC project included the project areas from 2016, and expanded into the New Madrid area, Carter County, and Ripley County. Eligibility for each project area was determined as follows.

  • Kansas City area – the children who received in 2016, and are still eligible, and their newly eligible siblings.
  • St. Louis area – the children who received in 2016, and are still eligible, and their newly eligible siblings.
  • Mississippi County – all children in the Charleston School District and all children who received free or reduced lunch in the East Prairie School District.
  • Ferguson-Florissant – the project expanded in Ferguson to include all children who attended school in the Ferguson-Florissant School District and received Food Stamp benefits. The children did not have to live within Ferguson city limits.
  • Ferguson-Florissant – the project expanded in Ferguson to include all children who attended school in the Ferguson-Florissant School District and received Food Stamp benefits. The children did not have to live within Ferguson city limits.
    • Eminence School District
    • Winona School District
    • Summersville School District
    • Mountain View – Birch Tree School District
    • Southern Reynolds
    • Bunker School District
    • Oak Hills School District
  • New Madrid County – the project expanded to New Madrid County and included the four school districts that serve that county. These districts are:
    • Gideon School District
    • Portageville School District
    • New Madrid County School District
    • Risco School District
  • Carter County – the project expanded to Carter County to assist children impacted by the spring 2017 floods in the area, serving children in the Van Buren School District and East Carter County School District.
  • Ripley County – the project expanded to Ripley County to assist children impacted by the spring 2017 floods in the area, serving children in these districts:
    • Ripley County R-IV School District
    • Ripley County R-III School District
    • Doniphan School District
    • Naylor School District

In 2017:

  • 19,799 children in 11,024 households received SEBTC benefits.
    • In Kansas City, 3,774 children were served.
    • In St. Louis, 4,891 children were served.
    • In Mississippi County, 1,751 children were served.
    • In Shannon County, Carter County, and Ripley County 3,206 children were served.
    • In Ferguson, 4,510 children were served.
    • In New Madrid County, 1,667 children were served.
  • The total amount of benefits issued was $1,775,926.50.
  • $1,691,569.90 was redeemed, for a 95.25% redemption rate.

2018

Plans are being developed for a 2018 project year; however USDA has not yet determined if there will be an SEBTC project in 2018.

  • Children’s Health Insurance Program (CHIP)
    • Cooperation is not required for children covered under CHIP 73, 74 or 75.
    • Cooperation is required for children covered under non-premium/CHIP 0.
  • Show Me Healthy Babies (SMHB)
    • Once the child is born, cooperation is required for children born to women that received SMHB.
  • MO HealthNet for Pregnant Women (MPW)
    • Once the child is born, cooperation is required for children born to women that received MPW or Title XIX MAGI MO HealthNet programs.

Clarification has also been added to include instruction for completing the CS-201 form when new children are added to the household

This memorandum is to notify staff of the addition of the IM-99 Burial Fund Resource Designation form to the IM Forms Manual. Previously only available in paper form, the IM-99 is now available via the intranet or word template.

The IM-99 is used to allow a MO HealthNet Aged, Blind, or Disabled claimant to designate funds that have been set aside for burial purposes only. The IM-99 is now available in the Forms Manual.

DISCUSSION:

The Food and Nutrition Service (FNS) provided guidance in regards to providing Food Stamp participants time to provide information that is requested by Family Support Division (FSD).

When an initial Request for Information (FA-325) is sent to the participant and only part of the required verification is provided, the Family Support Division (FSD) is required under Section 273.2(h)(1)(i)(C) to request the verification that is still missing. If partial verification is provided within the ten day period of the initial FA-325, a second FA-325 must be sent to the client, giving the household ten days to provide the specific missing verification.

The 2nd FA-325 must list in detail what information is needed from the client. The form must be manually generated and fields populated with specific detail as on what is still needed from the participant. The 2nd FA-325 can be printed in the overnight FAMIS batch printing. For assistance in editing or adding text to the FA-325 please see the FAMIS user guide Editing FAMIS Documents.

  • If partial verification is provided within the ten day period, a second Request for Information (FA-325) must be sent to the client.
  • If all verification is provided during the 10 day period of the 2nd FA-325 staff must ensure that the case is properly processed. If the case has already been closed by FAMIS, staff must complete the cancel/close action to ensure the verification is properly processed prior to case approval or rejection.

Example:

On November 9, 2017 Sam Smith submits a change report that states he had a change in work hours and that he received a wage increase. The same day the Eligibility Specialist (ES) sends Mr. Smith the FA-325 requesting specific verification of the new income (4 pay stubs, as he is paid weekly). The information is due 11/20/2017. On 11/15/2017 Mr. Smith provides one check stub showing the change in hours. Because Mr. Smith does not provide all requested pay stubs, the worker will then need to generate a 2nd FA-325 listing specifically what is needed from Mr. Smith (3 additional pay stubs). The 2nd FA-325 is due 10 days from the date the 2nd FA-325 is issued.
